Dear Customer / TSP’s,

Every Cycle and with every update/change in between SEACO is distributing these to the port agencies and TSP’s but we feel this is somehow not always reaching all people involved on the operational level so I would like to reconfirm these hereby again from Govlog for the European ports. Please do pass them on to all your employees that matter as misrouting/misconsignment often results in delays and extra charges.

1.  Shipments to Belgium/Netherlands/Germany/Hungary/Romania & Poland when coming from a US port via the North-Atlantic

 

Make sure to tell your US port agent to use Seaco containers as first and preferable option, for reason of consolidation issues or different landed rates, shipments can be booked under Seaco Breakbulk Service as well.
Seaco has a list of the customers we represent where the shipments are moving under our landed rates and will bill the ocean services. Under no circumstances should you be paying any ocean services directly to the ocean carriers directly on shipments that are moving under landed rates agreed upon with Govlog.
These shipments need to go all to the Gosselin terminal in Deurne from where we distribute in land. It is the cheapest, fastest and nearest option and our landed rates with you are based upon the usage of this channel.

Alternate option is Bremerhaven that can be used only when there are consolidation issues, this can be considered for containerized shipments but depending on the final destination often a surcharge for the extra line haul cost will be involved that are not included in the landed rates.

There are a couple of exceptional destinations in Northern Germany that we want you to ship to Bremerhaven exclusively, it happens very seldom, but if block 18 is showing following places we will ask you to route the shipment to Bremerhaven.

Alcohol

Belgium:
Alcoholic beverages are considered combustible and flammable material and may not be shipped with international household
goods or unaccompanied baggage. If wine cellar or liquors are shipped, it is recommended to ship commercially. The shipment will
be subject to Belgian importation taxes. Arrangements are the sole responsibility of the member.

Germany:

No restrictions identified.

Netherlands:
One liter of an alcoholic beverage and four bottles of wine can be imported in personal property.

Hungary:
Shipments of alcoholic beverages between CONUS and overseas or within overseas countries may be shipped subject to host country
requirements/restrictions identified. When undefined or in doubt, the TO/TMO will request clarification by message from the
responsible transportation authority at destination.

Poland:
Shipments of alcoholic beverages between CONUS and overseas or within overseas countries may be shipped subject to host country
requirements/restrictions identified. When undefined or in doubt, the TO/TMO will request clarification by message from the
responsible transportation authority at destination.

Romania:
Can be imported in personal property. Limit is 50 litres for beverages over 22 degrees alcohol content.

 

Fire Arms & Weapons

Belgium:
Shipping or importing pofs into Belgium are prohibited. The definition of pofs includes any weapon that is designed for or can be
readily converted to be used for attack, defense, sports, games or hunting by driving a projectile through the barrel. This includes air
pistols, air rifles and firing replicas of antique firearms.


Germany:
Privately owned firearms will not be included in household goods/unaccompanied baggage shipments, hand carried, or transported
in luggage to Germany unless the owner possesses a valid German weapons possession card (waffenbesitzkarte) specifically listing
those firearms. Antique pofs manufactured during or before 1898, and single-shot black powder pofs are not required to be registered
with the German authorities, and may be shipped or transported in luggage to Germany. Members who have in their possession
waffenbesitzkarte from a previous assignment in Germany are authorized to ship pofs, as long as the waffenbesitzkarte covering
the pofs to be shipped has not expired. Copy of the waffenbesitzkarte must accompany shipment.

Netherlands:
Prior to shipment, permission to import the pof into the Netherlands is required from Dutch Customs. A Dutch weapons permit is
not likely to be granted, as the application requires documentation that few American citizens can provide. Given these difficulties,
we recommend that personnel moving to the Netherlands do not attempt to ship a pof into the country

Hungary:
Hand guns: Prohibited
Shotguns/rifles: One shotgun or one rifle is allowed for hunting purposes. A permit before import importation, otherwise it will be
confiscated. No firearm may be imported for personal use prior to the Ambassador’s approval.

Poland:

It is imperative and required by the Government of Poland that permission for import of any firearms is requested at the Polish Embassy or Consulate of the current country of residence before departure.

Romania:
Not permitted by order of the Ambassador

Motorcycles

Hungary: 

Please see below needed documents for importing motorcycle to Hungary. We advise not to ship motorcycle until all below documentation and information is complete:

1. Passport copy of member

2. Title of the motorcycle

3. We also need final address and contact details for delivery arrangements (as soon as there is a final residence.)

Please also advise date from when residence is planned to be available.

4. Please note that we need 2 original certificates from NATO base.

First we need them in copy and we need originals as soon as possible in our office.

5. Member to apply for a Customs ID No (called VPID) at the local Customs in Pápa.

Mr Csillag and Mr Solymosi at Pápa can help to arrange and can let us know the number.

6. We need a value declaration 

It is only for statistical and Customs purposes, in general we can say that it is to be USED VALUE or RESALE VALUE, so usually much lower than insurance or new value.

Please fill up, sign and send the attached form back to us.

7. Military Address Registration Card with Hungarian address.

8. Declaration about staying outside the EU minimum 12 months

9. NATO Certificate that client stayed outside the EU minimum 12 months 

What is very important for duty-free import customs clearance that client needs to own the motor more than 6 months before the shipment is departed from the US.

 

2. To Belgium/Netherlands/Germany coming in from the Far East direct ex Busan, Yokohama or Naha


These shipments also need to go all to the GCT terminal in Deurne from where we distribute in land. It is the cheapest, fastest and nearest option and our intratheatre rates via Antwerp/Deurne with you are based upon the usage of this channel.  Very important is that Deurne always needs to be mentioned on the ocean bill of lading as final place of delivery to avoid extra local drayage charges that are not part of our intra-theatre rates.

Hapag-Lloyd is routing Northern and Southern Italy freight over North Europe Service, same as Maersk Line (via the port of Antwerp).

General Instructions

 

Do not mix Northern and Southern Italy freight in the same container or otherwise the TSP will be charged back for extra line haul and do not load less than 1900 CUFT in each container without checking and confirmation. Equipment: 45ft containers with Maersk for Italy are possible.

 

Motorcycles & Mopeds Northern Italy

Please note that customs in Italy added a new extra requirement for the clearance of motorcycles and this only for the ones under destination gblock WKAS going to Vicenza and Livorno area.

This was communicated to WKAS and SDDC and they added the requirement to the PPCIG; see statement in bold print: A COPY OF THE ORDERS MUST BE IN THE ADVANCED PACKAGE TO THE TSP, OTHERWISE THE MOTORCYCLE CANNOT BE CUSTOM CLEARED.

Please make sure to check with your origin agent that they receive this from the origin TMO prior to move the motorcycle with the shipment, and double check with your origin port agents that this is all available prior to ocean shipping. In order to avoid delays and extra charges in Italy, we will need it together with the shipment documentation such as gbl, weight ticket, inventories, etc. and the already required motorcycle documentation for Italy.

Motorcycles & Mopeds Southern Italy

 

If your shipment contains a motorcycle, it MUST be listed on the GBL and the OBL by make, model and serial number/VIN number. Please make sure to include a clear copy of the title and registration in order to clear customs at destination.

Please be advised that due to a change in place of customs clearance in Southern Italy, the following must be strictly adhered to, in order to prevent delay in movement of freight upon arrival in Italy:

1. Italian customs requires a clear and valid title with a legible name of the service member, VIN # and make and model of the motorcycle.

2. In the case where there is a bank lien statement in lieu of a title, the statement must also be legible and must clearly state the name of the owner of the motorcycle, which must be the same as the name of the service member listed on the OBL/GBL, along with a clear VIN #, make and model of the motorcycle.

3. In both instances, a clear and valid registration (not expired) is also required to accompany either the title or bank lien document.

4. In the absence of a title or bank lien, the customs broker will attempt to use only a clear and valid registration as an alternative document, but this should be attempted in only rare and justified situations and will be subject to the ultimate decision of the Customs officer who handles that particular case.

 

Alcohol

Alcoholic beverages (liquors/wines) limited to 1 liter per adult person, either hand carried or imported with personal property
shipment.

 

Fire Arms & Weapons

Shipping of any kind of weapon is prohibited. The Italian government has imposed a ban on shipment of privately-owned firearms
to Italy. Pof includes any weapons that is designed for or can be readily converted to be used for attack, defense, sports, games or
hunting by driving a projectile through the barrel. This includes air pistols, air rifles and firing replicas of antique firearms.
Additionally, it includes spring-opening knives, fixed bowie knives, straight-edge razors, brass knuckles, blackjack devices, cans with
sharpened points, pipes, chains, slings, metal spheres, and any other like weapon which may be used for offending a person is forbidden.
Italian law states that pocket knives may be carried, but the blade must not exceed two inches in length.

We suggest to screen the IT/SIC GBL’s to avoid firearms being loaded; if you discover firearms in the shipment please contact the TSP to have it removed hence avoiding costly procedures at destination and possible large fines. Please let us know if you have any questions.

4. shipments to Italy when coming in from the Far East direct ex Busan, Yokohama or Naha

In case of consolidation issues Antwerp/Deurne via Gosselin Terminal can be used as an alternate solution. We quote yearly intratheatre rates via the port of Antwerp to Turkey. Ocean will be billed separately by Seaco on a prorated basis per their schedule and port-linehaul-destination services through our office.

Effective immediately, the stop movement of Privately Owned Vehicles (POV) to Incirlik is implemented until further notice. DO NOT ship POVs to Incirlik. All other locations in Turkey where US forces are assigned and authorized a POV shipment are unaffected by this stop movement.

Personnel assigned to any US Forces activity in Izmir, Turkey (including NATO) regardless of tour length, in an unaccompanied or accompanied status, ARE authorized shipment of a POV. Alcohol:

Importation of alcoholic beverages in either HHG or UB is prohibited.

Fire Arms & Weapons:
Norwegian weapons law; requires authorization must be obtained from the Host nation police force in order to import weapons into Norway. If the necessary import permission is not obtained before  HHG/UB shipment is consigned, the weapons will be confiscated on entry into Norway. HHG will then be subject to delivery delays. Sporting guns are allowed, but the importation of all Martial Arts weapons is forbidden, as is the importation of some shotguns. New weapon storage regulations in force. All weapons must be stored in an approved Norwegian certified cabinet. This must be fitted/secured as per the Norwegian regulation at residence. NO storage facilities on base. Contact destination TMO to obtain weapons pre-clearance forms.

8. Shipments to the United Kingdom
 
IMPORTANT

Preparation: Before completing the DD Form 1434, member MUST read Country Instructions, ensuring any restricted, prohibited or revenue items are not shipped, or are declared on the DD Form 1434. Failure to declare any such items on DD Form 1434 is in violation of UK law. The servicing Personal Property Office will provide the DD Form 1434 to the member and ensure an original and sufficient copies are prepared and provided to the carrier as outlined below. The member original signature must be in blue or black ink on each copy. Digital, reproduced or carbon copy signatures are strictly prohibited.

Each copy of the DD Form 1434 must be signed (original signature) only by the member, in blue or black ink. In unusual or emergency situations, if the member is not available to sign the DD Form 1434, the origin JPPSO PPSO PPPO must notify the destination PPPO the shipment is moving without the completed DD Form 1434 and request the member complete the form on arrival. 2.Distribution: a. ITGBL Shipments: Carrier local port agent will be instructed to ensure both copies of DD Form 1434, a legible copy of inventory and any import permits are readily available for customs clearance in the UK. Shipments will not clear customs until all required documentation is available for HMRC

Alcohol


Alcoholic beverages are restricted items but may be shipped as part of the personal property shipments of the member during the initial phase of movement to the UK.
Guidance to HMRC personnel for ‘indicative limits’ of personal use are:

15L beer
10L spirits
90L (120 bottles) wine

If alcoholic beverages are included in personal property shipments they must be declared on the DD Form 1434 and an inventory be providing listing alcohol, name, country of origin, year, size of bottle, in the case of wine whether red/white etc., alcohol % and cost. The goods must be for the personal use of the entitled member, must not be sold, lent of gifted.Should HMRC not be satisfied personal use applies for all or some of the beverages, or a collection change ownership at any point then the excise duty and tax will become payable.

2. Shipments must be on a Master Airwaybill with the airline you are using and directly consigned to Gosselin Forwarding Services NV. If shipments are arriving via a consolidator, we’re always paying a very high handover charge, which we will have to bill you as per outlay, since these charges are not included in our normal quoted rates to you.

3. Try not to send shipments with UPS & DHL to avoid these charges and delays. Shipments are often split and being kept in storage until they are complete. They don’t arrive directly at Brucargo and need to be hauled from a separate terminal in Diegem which requires an additional customs expense as well. These extra’s will be billed separately above the given quotes.

4. Try to book on flights that arrive beginning or mid-week, which also avoids shipments being delayed and charged extra for weekend storage. If they do arrive during the weekend, they are automatically placed into a customs bonded warehouse for which rent & warehouse handling will be charged.
